ইলেক্ট্রনিক ভোটিং মেশিন দিয়ে কি সত্যিই রিগিং দূর করা সম্ভব ?
সম্প্রতি পশ্চিমবঙ্গের কয়েকটি পৌরসভা ও পঞ্চায়েত নির্বাচনে প্রদত্ত ভোটের হিসেবে গড়মিল ধরা পড়েছে । একটি ক্ষেত্রে (নলহাটি পুরসভা) পুনর্বার নির্বাচনের ফলে ফলাফল উলটে যায়, সন্দেহকে প্রমাণ করে । যার ফলে নির্বাচনের ফলাফল নিয়ে সন্দেহ ওঠা স্বাভাবিক । সুতরাং এমন সন্দেহ অমূলক নয় যে বিগত বিধানসভা নির্বাচনেও এই ঘটনা ঘটে থাকতে পারে । সেই সময়ও ইভিএম এর সফ্টওয়্যারে কারচুপি ছিল বলে অনেকেই সন্দেহ প্রকাশ করেছিলেন কিছু তথাকথিত বুর্জুয়া সংবাদ পত্রগুলিতে ! বেশ খানিকটা শোরগোলও তোলা হয়েছিল । কিন্তু প্রমাণের অভাবে তেমন কিছু করা সম্ভব হয় নি । যে যন্ত্রের উপরে মানুষের জীবনের ভবিষ্যত নির্ভর করছে, সেখানে এই রকম ভুল ভ্রান্তি অথবা কারচুপি বা রিগিং এর সুযোগ থাকা কি বাঞ্ছনীয় ? তাহলে কাগজের ব্যালট বদলে কোটি কোটি টাকা খরচ করে এই ইভিএম প্রচলন করার কি প্রয়োজন ছিল ?
এ বিষয়ে আপনার মতামত খুবই সময়োপযোগী হবে ।
Can Electronic Voting Machine really do away with rigging ?
Resently Newspaper reportings suggests that thare were flaws in some of the Electronic Voting Machines leading to very doubtful results. In one case (Nalhati Municipality) the results were reversed after a re-elecrion. Therefore it will not be irrational to suspect that similar occurances took place during the last election to the West Bengal Bidhan Sabha. A lot of people expressed there doubt and reservations about the outcome of that Election at that time ! Even some of the so called Bourgeois Newspapers voiced their concern over this issue ! But with out any concrete proof, the matter sort of died down. In the light of the present findings, must we use such a machine, which can give such erratic results or can be manipulated to give biased or rigged results ? In that case what was justification of removing cheaper paper ballots and spending Crores of Indian Tax payer's money for introducing these EVMs.

আমরা সবাই সর্ষের মধ্যে ভুত দেখি । হয় ভুত আছে ,যদি থাকে তবে সে সব জায়গায় আছে কেননা তার সে ক্ষমতা আছে । আর যদি না থাকে তবে তা সর্ষে কেন কোথাও থাকতে পারে না । আমাদের নির্বাচন পদ্ধতিতে যদি গলদ থাকে যার জন্য রিগিং সম্ভব মানে, একজন তার মনের ইচ্ছা প্রকাশ করতে পারল না কেন না আর একজন তার জায়গায় তার নিজের মনের ইচ্ছা আগেই প্রকাশ করে ফেলেছে, তবে আর যান্ত্রিক না কায়িক হলে রিগিংযের হের ফের হবে এ কথা মনে করা কেন । রিগিং আগেও হয়েছে ,পরেও হবে , ব্যালট পেপারে ভোট হলেও হবে , ইভিএম হলেও হবে । আসলে যান্ত্রিক শক্তি কিন্তু কোন পক্ষপাতিত্ত্ব করতে পারে না । তাকে যেমন চালাবে তেমনই চলবে । পক্ষপাতিত্ত্ব মানুষ নিজে করে তার শারীরিক ও মানসিক বলের তুলনামূলক প্রয়োগ করে তার নিজেরই স্বার্থসিদ্ধি করার জন্য । এব্যাপারে সেই মানুষ যান্ত্রিক বা কায়িক যে শক্তির সাহায্য যখন যেরকম পাওয়া যায় তাই নেয় । ইভিএম একটা মেসিন ,তা নিজে নিজে রিগ করতে পারে না ,তার চাওয়ারও কোন কারণ থাকতে পারে না । কেউ নিশ্চয় তাকে খারাপ করে রাখে যাতে রিগিং করা যায় । তাহলে আর ইভিএমের দোষ কি করে দেওয়া যায় ।
ReplyDeleteযদি নির্বাচনী পদ্ধতি ত্রুটিমুক্ত হয় , মানুষ যদি স্বার্থ অপেক্ষা সমষ্টিকে বেশী গুরুত্ত্ব দেয় , তাহলে ইভিএমে ভোট হওয়াই উচিৎ। কেননা সেখানে যে ভোট দিচ্ছে সে ছাড়া আর কারুর কথায় মেসিন কাজ করবে না । আজকের অবস্থায় ইভিএম পদ্ধতিতে ভোট হোক বা না হোক , সত্যি কথা ভোট হোক বা না হোক, আমাদের সবার মিলিত ইচ্ছারও কোন দাম কখনও কোথাও থাকে না , পদ্ধতি এমনভাবে তৈরী করা হয়েছে ।

ReplyDeleteযারা ভোট দেবে তারা যদি তার মর্মই না বুঝতে পারে যদি তারা অল্প কিছু পাইয়ে দেওয়ার রাজনীতিতেই সন্তুষ্ট থাকে তবে EVM - ই হোক আর paper ballot - ই হোক নির্বাচন কি অর্থপূর্ণ হবে ? আগে দরকার সর্বসাধারণের শিক্ষা ও খেতে পাবার নিরাপত্তা ,তবেই তো গণতন্ত্রের প্রকৃত মুল্য বোঝা যাবে । তা না হলে তো যে ভাবেই নির্বাচন হোক কিছু তাৎক্ষনিক রাজা রাজত্ত্ব চালাবে । এই সব তাৎক্ষণিক রাজারা তাদের স্বার্থেই তাদের যেমন সুবিধা সে রকমভাবে নির্বাচন চালিয়ে যাবে । আমরা কি শুধু প্রশ্ন করে বা কাগজে আপত্তি জানিয়ে কিছু করতে পারি ।

ReplyDeleteWE WANT YOU READERS TO WRITE TO THE ELECTION COMMISSION TO IMPRESS UPON THE IDEA THAT IS BETTER TO BRING BACK THE GOOD OLD BALLOT PAPER FOR VOTING.
IT IS FUTILE AND USELESS TO HOLD THE ELECTIONS UNDER SUCH HIGH SECURITY "BANDOBAST" WITH THE POSSIBILITY THAT THE EVMs WERE RIGGED!
OFCOURSE THE COUNTING OF BALLOT PAPERS MUST BE DONE UNDER HIGH SECURITY AND STRICT VIGILANCE, AS MOST OF THE EMPLOYEES OF THE WEST BENGAL GOVT, WHO DO THE COUNTING, HAVE BEEN BRAINWASHED INTO BEING NOTHING MORE THAN PARTY CADRES OF CPIM OVER THE 30 YRS RULE!

What they have written about the EVMs (Q21) being un-programmable, is not very clear.
Reports of anomalous behaviour of the EVMs have been reported in various media from time to time. It will not be wise to brush away such reports. Specially with the cunning CPIM in West Bengal, any thing is possible.

Before appealing that the old paper balloting is returned, I wish to know what are the better points considered for use of paper ballots over the EVM's in our country so that I can make my appeal stronger.
ReplyDeleteA few days ago EVMs were in the headlines again. This time Miss Mamata Banerjee, the Trinamool Congress supremo met the Chief Election commissioner and urged the commission to re introduce paper ballots.
ReplyDeleteAll through the EC and the parties in power has been saying that it is impossible to tamper or manipulate EVMs.
Miss Mamata Banerjee alleged that The expert committee set up by the EC observed on 5th Sept 2006 that there is a scope for manipulation in the machines!
That is exactly what we all have been saying all along and have been demanding scrapping of the EVMs. Why did the EC keep quiet about this?
Then there was another case when EVMs were being demonstrated at a mock election booth, the Trinamool and SUCI party members were hammered up by CPIM for demanding the testing of the EVMs for more than 20 votes! What was the Election Commission trying to hide? What was the problem?
